Plastic Pollution Prevention and Packaging Producer Responsibility Act
Senate Bill 54 by CA State Senator Ben Allen places the responsibility for costs on the producers rather than local communities who pay for waste management and recycling. SB 54 was originally introduced in 2018 and passed after years of negotiations with key industry and government leaders, businesses, and environmental organizations. The bill kept a California recy cling initiative measure off the ballot. SB 54 requires that at least 30% of all plastic packaging must be recycled by January 1, 2028, at least 40% by 2030 and at least 65% by Jan 1, 2032. It raises $5 billion from the industry over 10 years to assist efforts to cut plastic pollution. The Law will be administerd by CALRecycle, within the CA Environmental Protection Agency. The bill was signed into law on June 30, 2022 by Gov Gavin Newsom.
